It was my understanding expertise was useless in pve. So in item budget any gear with expertise is doing so at the expense of more valued pve stats.

Yes and no... if you have orange modded gear, your PvP Champion gear will likely be better, even with the Expertise... Centurion is a toss up (I only wear that for PvP, replacing 3 pieces of that setup).

Think of Champion PvP gear (or BM) as really good PvE gear, that just has an augment slot for PvP.
