The tavern having a cover charge is rather unusual, and Tony doesn't remember them having one before, but given the refugee situation outside it makes sense. The place has a semidreary feel to it. People are nursing their pints. A dice game is the primary source of cheers in the far corner of the room. Bartender greets you as you walk in.

To Syric this seems like a good natured bar game in which Tony seems to be expected to do his song for a free drink. The feel you get from the barkeep and the patron onlookers is similar to what you would expect if a crowd was watching you tell a joke for a treat.

"I'll have the meals out for you in a bit. If your pal wants to sing, not harm I suppose." The bartender says disappointed.
Tony turns and looks for a table near the dice game and sees one that is large enough for the party, but has one woman sitting at it. She is dressed in a tricorner maritime hat, white shirt, and a vest. She is giving Tony dagger eyes.
