Some notes on the game mechanics so far:

Balance
Even though right now I'm sitting at the highest income, I still feel like the East/West balance could use some work. There are more territories in the West than the East. This could be addressed with a balancing of the economic power or by adding additional strategic advantage to the East.

The Non-Battle at Borl
AKA, when I turned this game into the game of Legalistic Dispute. I feel like if an allied pair go into a territory and neither will cede control of the territory to the other, the battle should continue and at the end of combat, all invading units are returned to their previous location. In the case of Borl, it means that Reese possibly loses his entire army, gets a build at home, and is then either allied with one of us, or a three-way battle ensues for control of Borl.

In the instance we had, I was allied with both players. I think probably I shouldn't have been able to affect control of the territory, since technically I had no way to take control of the territory to begin with. Had Jimer won and our alliance ended on that turn, my units would have been destroyed.

Retreating Forward
I recall this being a big issue in Diplomacy when I played in High School as well - where people would argue that the rules didn't specify that you had to bounce backward. I think the withdrawal/retreat rule should read more like:

If a unit withdraws from combat, it must withdraw to its starting location or a friendly or neutral territory adjacent to the point of origin. If no friendly or neutral territories are available, the units must continue to fight, or can opt to "attempt escape." On an escape attempt, an additional round of combat occurs. Any "escaping" units that are not destroyed may withdraw from the battle to ANY friendly or neutral territory adjacent to the combat zone.

*EDIT: To attempt escape, the units in question must have a move available. E.G. A fleet from Baxt Sea fighting in Crimson Bay may attempt an escape to Azure Coast. A fleet from Yellow Coast Sea fighting in Crimson Bay may only withdraw, not attempt an escape.

Captured Forts
While the destruction of forts has turned out to be fortuitous for me in Erasa, I feel like the default destruction of forts may be too severe. Maybe introduce a mechanic whereby the player who captures a territory with a fort rolls a single die and if they roll a six, or maybe a 5 or higher, the fort remains. An additional rule stating that no builds can happen there on the ensuing turn may be a good idea.

more game mechanics thoughts

Balance:
To add to what Dood said, with there being more territories in the West than the East, it put him and I into direct conflict more quickly then Jimer and Reese. Also, the southern capitals don't have the same expansion availability as the north.

I was going to add more but I'm getting pulled away by work.

If I were doing it over knowing what I know now I would:

Probably get rid of navies and water zones, redo the map to be more symmetrical. I'd make sure everyone was in early conflict with 2 neighbors.

Add cavalry as a unit capable of moving 2 spaces (allowing blitzing through territory) but not as good on defense.

Forts would have a build caps, but you could have multiple forts in a zone, and a fort only increases the "need to hit" of the opponent not the hit % of the defender(that aspect doesn't stack thought). Example Jimer attacks a zone with a fort with his army. Normally they need 5 or 6 to hit, now they need a 6. Reese defending would still need a 45or6.

Retreats could only be the way you came or to a friendly zone and only after the first round of combat occurred (so no move 1 unit in a zone to prevent a blitz and not have to pay the penalty of units).

Alliances would be capped at 1 per person so as to prevent a Battle that didn't happen in Borl scenario.

I'd probably add a 5th seat just to keep stuff interesting.
