Has anyone played/is playing this game?

Just joined up tonight. What a blast

I played back in beta. After full release it quickly turned pay to play. No matter how well you did, you often didn't have enough funds to repair you tank.
Has it improved in the higher triers?

No idea. I am just getting to tier ii. From the sounds of it though. $15 gets you 1200 gold and lasts you a long time.
