determining "true" dps.

For the math impaired, here is the formula I use to determine my true DPS.

base_DPS = (minDamage + maxDamage) / 2

crit_damage_bonus = ((crit % * surge %) /10000 ) + 1

true DPS = base_DPS * crit_damage_bonus

For example, lets say I have the following stats:
minDamage = 650
MaxDamage = 950
crit = 40%
surge = 70%

base_DPS = (650+950) / 2 = 800
crit_damage_bonus = ((40 * 70)/10000) +1 = 1.28
true DPS = 800 * 1.28 = 1024 damage per second

NOTE: this does not take into account any of your special attacks.

In theory, it is possible to use your rotation to determine what your DPS would be. However, that gets more complex as you add in complex randomness (like when Full Auto pops after you use grav round). Though, at that point, it is probably better to look at your combat logs.
