While I appreciate your attempt to keep it "church" themed like the rest of the forums, I'm afraid a Teabaggers forum might attract the wrong kind of bloggers. Depends on what permission levels you can set and what you mean by forum. Like in EQ we have a subforum of the officer forums that is used for officer and elite discussion. The rest of the officer forum(s) are hidden from the elites. So working off that structure then we probably either need 1 more ...

Why have people be in multiple permission groups? To me people should just be in 1 group, and just tier out the permissions by the function of that group. It'll make management alot easier. I would suggest for the moment while testing at least it might be good to set colors for each level, so we can know just by glance what forums permissions we should have so we can see if they are off or not.

Ok, I see 3 forums section with 3 forums in the public, 4 in the church only and 2 in the basilica. I only saw the 3 public prior and as we know I could post replies and new before my permissions were changed. And I can make/post in the basilica at cardinal, so that seems to be working fine.
